Mr. Liberal: Breaking News: GOP Congressman Greenwood (PA-08) Leaving Congress This Year.

I just read this at PoliticsPA.com and in a breaking news e-mail from RollCall.com. Congressman Jim Greenwood, a moderate Republican in Pennsylvania's 8th Congressional district, just announced he will not seek reelection this year, instead removing his name from the ballot. The Democrat, Virginia "Ginny" Schrader, is an attorney who has just $7,000 in the bank as of June 30th. Greenwood's district voted for Gore in 2000 by a decent amount, and the GOP is now scrambling for a replacement.

Schrader's website is http://www.ginnyschrader.com . A good place to contribute to would be at ACTBLUE at http://actblue.com/list/Schrader , as it will track the donations recieved for the campaign.

I would suggest that we get involved ASAP. This seat is a Democratic-leaning one, and is too good to miss. Schrader is a liberal-to-moderate, pro-choice Democrat. In addition, she supports civil unions and is against Bush's positions on Iraq and the Patriot Act. She is an attorney who ran for State Rep. in 2002 and lost by a respectable margin.

This is completely out of left field, folks, and it gives us another opportunity for a pickup. Ginny Schrader is the luckiest candidate in the nation today, but can her luck hold?

Kos: PA-08: Ginny update

I just spoke with Virginia "Ginny" Schrader, and the news is spectacular. Between 4 p.m. and 8 p.m. ET, her campaign has raised $14K online. Some from Daily Kos, some from other sources. This is a blogosphere-wide phenomenon.

She also going to be our candidate heading into November. And more importantly, she hasn't been asked by any prominent local or state Dems to step aside for someone else. That doesn't mean that the party can't change its mind once it has analyzed the situation with a sober mind, but 1) Ginny has put her entire life on hold for this race, and isn't about to drop it, and 2) the money coming in tonight will act as insurance, helping put to rest the "she can't raise money" excuse they might otherwise deploy.

Despite her limited resources, Ginny has already assembled a staff of two full-timers and a host of full-time volunteers, and has been receiving the enthusiastic help of local Dean groups (including one across state lines in New Jersey). I'm not sure if the Philly for Dean people are helping out, but that was one of the best Dean groups in the country. Hopefully they'll lend a hand. Especially since, given the ridiculously expensive Philly media market, her campaign plans on running a heavy ground operation.

Her campaign has already done joint canvassing with the local Kerry effort, and ACT is active in the area. It's going to be a battleground district for the presidential race, and their heavy emphasis on the ground game should have positive repercussions up and down the ticket. Spectacular news indeed.

Update: I originally wrote that Ginny had five paid staffers. My mistake, I misheard. It's actually two, but the new cash already has them looking to beef up their staff.

DavidNYC: Help Ginny Schrader in PA-8

As you probably know, my election-year mantra is "Make Them Sweat:" Contest every race, and fight hard in each one. We won't win them all, but we'll make life a hell of a lot tougher for the other side. Just check out what Richard Morrison has managed to do down in Texas: For the first time in ages, I'm told, Tom DeLay is actually nervous enough that he's opened up a campaign office. (And not one, but two!)

The best part about following this strategy is that every once in a while, you get supremely lucky. And that, folks, has happened today. The blogosphere (led by DKos) has been abuzz with the news that Rep. Jim Greenwood, a "moderate" Republican representing Pennsylvania's 8th Congressional District (Philly suburbs), has decided to retire.

This is a district which went narrowly for both Gore and Rendell. In short, it's a race we can definitely win, now that it's been thrown wide open. And you already know how important a swing state PA is, and how crucial it is for us to drive up turnout in the heavily Democratic Philadelphia region.

Our candidate, Ginny Schrader, looks good on paper in all aspects but one: She's very low on funds. We can make a huge difference overnight if we chip in to help her out - and we can also scare off any Republicans who might consider entering this race now. Imagine the headlines tomorrow or the next day if the blogosphere rapid-response network can toss Ginny some serious coin. I've seldom suggested donating to a particular candidate, but the special nature of this situation makes it impossible to pass up.

I suggest donating via ActBlue, which makes it much easier to track where donations come from. (And don't worry, ActBlue gives 100% of all donations to the campaigns.) I've already made a contribution - I hope you can make one, too.

Let's go, Ginny!

P.S. I'm going to go out on a limb here and predict that as Bush's situation looks more dire, and the prospects for Democrats to retake the Presidency and Congress look better and better, more Republicans will start announcing their retirements. If you're in your 60s, say, and facing the possibility of returning to D.C. in the minority party, the warm embrace of your grandkids - and that cushy lobbying job in the private sector - start to look very tempting.

UPDATE: Kos just informed us that Ginny's campaign raised an astounding $14,000 online in just four hours tonight. This is going to be a big story.

Jesse Lee: Greenwood Out in PA-8?

Sources tell PoliticsPA that Congressman Jim Greenwood will end his re-election bid and retire. This sets off a scramble within the Bucks County GOP to find a suitable replacement. According the her most recent Federal Elections Commission report, the Democratic PA8 nominee, Virginia Schrader, has $7,741 cash on hand.

Jerome Armstrong: The way of the blogosphere

There's an interesting thing happening. You could feel it growing from this morning, and kos and I were talking back and forth about the possibility. You just can't prepare for these things. It's like a mob blog or something. Neat stuff has happened since the story broke earlier by Yellin on Daily Kos, and Bowers here on MyDD.

The progressive & lefty blogosphere has been on fire all day today for Virginia "Ginny" Schrader, with probably nearly $20K raised so far today. If the campaign plays the news right, they will be able to propel the amount quite a bit higher, even into the six-digit numbers. Though most of the contributions have been rocketing through Daily Kos visits, there's a number of other sites trumpeting the blogosphere's bounty of cash on Ginny's candidacy. Pennsylvania's Atrios did a "drive by" post yesterday, Steve Gilliard has a post about it, Our Congress, the Swing State Project, and Blog For America just posted about the story.  Heck, even though the DCCC's official spokesperson is totally clueless ("Speed declined to comment on whether Schrader could -- or even would -- be replaced with another candidate") at least the Stakeholder can see what's happening, good work Jesse Lee.

While the DCCC states that "we're watching developments closely and are optimistic should the seat open up," the blogosphere is leading the way. The DCCC will come around, so likely will a Dean (Bakers) Dozen endorsement, and EMILY to make some bread.

Heading to Boston to cover the Democratic convention next week as a blogger, I've gotten more than a few reporters calling to ask about blogs and some are really trying to figure out what's happening, to get a handle on it... Well, look no further, this is live.

Chris Bowers: Ginny Schrader for Congress, PA-8

Democrats have just caught a remarkable break. James Greenwood, the Republican congressman from PA-8 (Bucks county, northern Philadelphia suburbs) has decided not run for re-election. This leaves Virginia "Ginny" Schrader with an excellent chance to win in this slightly lean-Dem district. In 2000, it went for Gore 50.7-46.9-2.4. This is exactly the sort of luck that Democrats need to pounce on in order to take back the House sooner, rather than in 2012.

I have never asked you to do this before, but today I am asking. Donate to Ginny Schrader today. Thus far, she has only raised $13,191, but that is going to change. Add $.02 to your donation so they know it came from MyDD.

If you need to check out Scharder's issue page first, be my guest. I do not think you will be disappointed. I am going to take a strong personal interest in this race. Go Ginny!

Update(Jerome): I chipped in $50 and my 2 cents toward Ginny. The philly burb has more on the story. Come on everyone, she's in the race to stay, she's the kind of progressive we want to elect, and all she's lacking is the funds to win this race. It's a Democratic district, Gore/Nader got 54% in the new redistricted 8th. Hit it.

Kos: DCCC Fails Schrader

It's this sort of bullshit that keeps pushing me further away from the party committess:

This is a very good opportunity for a Democratic pickup. This a district that is every day becoming Democratic," said Greg Speed, spokesman for the Democratic Congressional Campaign Committee.

"Bucks County was carried by [Gov.] Ed Rendell [D-Pa.] by over 50,000 votes. We're watching developments closely and are optimistic should the seat open up," Speed said.

Speed declined to comment on whether Schrader could -- or even would -- be replaced with another candidate.
What these DCCC should realize is that you never, NEVER, talk down a candidate. Now, assuming Schrader is staying in the race as promised, Speed has made it look as though she's second choice. That given the chance, the DCCC would've preferred someone else in the race.

Well, if the fucking DCCC wanted someone else in the race, they should've recruited that person to begin with. But from where I'm sitting, Ginny is doing just fine. She has great creds, and has been working the district tirelessly over the last few months. And that $7,000 in the bank has taken a turn for the better over the last 8 hours, no thanks to the geniuses at the D-trip who have handicapped the Democrats into long-time minority status.

Let them try to touch her. Just let them.

The rules are changing. The party committees no longer have unquestioned control over such decisions. We now have a voice, and I'm taking this chance to flex ours.

As Jerome notes, Ginny is now a bona-fide blogosphere celebrity. Keep an eye on Technorati to gauge how the story spreads.

Update: Perfect example of what I'm pissed about. As the story breaks, Jesse Lee enthusiastically blogs the outpouring of support for Schrader over at the DCCC blog, linking to the ActBlue fundraising page and all. Then, a few hours later, he is forced toe the party line:

I know a lot of folks are wondering about our candidate situation, but if Greg Speed has no comment, nor do I - sorry.
The way to respond to the reporter's question whether the party would seek a replacement candidate would've been to say, "We look forward to working with Schrader to pull the district into the Democratic column." And then, they could've done whatever backroom maneouvering they felt necessary, however unsavory that might be.

But refusing to end speculation that the party may try to replace Ginny simply harms her efforts. Especially considering they can't force her off the ticket and she doesn't intend to go.

Update: Much of the commentary runs along the lines of, "well, maybe the reporter misinterpreted Speed" when writing that "no comment" line. Well, that's the nice thing about having a blog. The DCCC could easily clarify their position at the Stakeholder. Instead, they merely reinforced the "no comment" line.

After a Republican congressman resigned unexpectedly, a lefty blogger called for readers to send money to his opponent -- and the cash poured in.

On Monday afternoon, July 19, Stephen Yellin, a 16-year-old politics junkie and frequent contributor to the lefty blog Daily Kos, noticed an intriguing development in Pennsylvania's 8th Congressional District, an area to the north of Philadelphia. The Capitol Hill newspaper Roll Call was reporting that Jim Greenwood, the district's popular, moderate Republican congressman, had unexpectedly decided not to seek reelection, meaning that his House seat was now up for grabs. This is the sort of news that sets partisans like Yellin jumping for joy, and so, of course, he blogged about it.

"I would suggest that we get involved ASAP," Yellin, who goes by the handle MrLiberal on Daily Kos, wrote. Virginia "Ginny" Schrader, the Democrat running for the open seat, "supports civil unions and is against Bush's positions on Iraq and the Patriot Act," he noted approvingly. But she was woefully low on cash -- as of June 30, Schrader had only $7,000 in the bank. Yellin implored Daily Kos' politically obsessed readers to change that situation: "This is completely out of left field, folks, and it gives us another opportunity for a pickup," he wrote. "Ginny Schrader is the luckiest candidate in the nation today, but can her luck hold?"

What happened next was beyond anything that Yellin had expected. ...

  2. In the week before the election, Bush suddenly revealed that he supports civil union for gay couples, a position that has upset many conservative groups.

  3. A study by an evangelical seminary professor shows that abortions have risen under Bush abortions have risen under Bush, after falling for years under Clinton.

  4. After Pat Robertson explained that Bush told him there would be no U.S. casualties in the war, White House and Bush campaign officials smeared him by calling him a liar.

  3. The armed forces are stretched thin by the Iraq war, and heading for the breaking point.

  1. The federal deficit has ballooned under Bush, as spending has skyrocketed, angering conservatives.

  2. Bush wants to renew the Patriot Act completely despites its assault on civil liberties, and finds nothing wrong with it.  He also supports constitutional amendments that would for the first time restrict civil liberties: the anti-gay marriage amendment and the anti-flag burning amendment.

  3. The war in Iraq is a failure that threatens our national interests, and the streched military could lead to a draft.

Potomac Watch: Administration's own actions fuel rumors of draft

WASHINGTON -- Defense Secretary Donald Rumsfeld indignantly scoffs and scolds about the relentless rumors that the Bush administration is planning to reinstate the military draft.

"This plot is so secret that it doesn't exist," Rumsfeld wrote this week in the Deseret News of Salt Lake City. "To my knowledge, in the time I have served as secretary of defense, the idea of reinstating the draft has never been debated, endorsed, discussed, theorized, pondered or even whispered by anyone in the Bush administration."

This may come as a shock to the Pentagon chief, but most of the rumors have arisen from actions within the Bush administration, which has studied how to expand draft registration to include women, target some civilian work specialties for special attention by the draft and extend the required draft registration age from 25 years old to 34 years.

These draft plans were discussed at the Pentagon on Feb. 11, 2003, by the chief of the Selective Service System, the federal agency that would operate a draft, and senior Pentagon officials.

At the Pentagon meeting, the Selective Service System's then-acting director, Lewis Brodsky, and the director of public and congressional affairs, Richard Flahavan, met with Rumsfeld aides responsible for personnel issues.

Those aides included Charles Abell, principal deputy undersecretary of defense for personnel and readiness; William Carr, deputy undersecretary of defense for military personnel policy; and a top Army personnel aide, Col. David Kopanski.

According to a copy of the meeting agenda, the Selective Service System leaders reviewed the past 30 years of draft registration planning and then made their pitch for more aggressive draft preparations.

"In line with today's needs, the Selective Service System's structure, programs and activities should be re-engineered toward maintaining a national inventory of American men and, for the first time, women, ages 18 through 34, with an added focus on identifying individuals with critical skills," the agency said in its February 2003 proposal.

The agency officials recommended formation of a government-wide task force "to examine the feasibility of this proposal" and design efforts "to market the concept" to congressional lawmakers.

The Arlington, Va.-based Selective Service System, which is independent from the Defense Department, envisioned the creation of a massive database that would require all registrants to indicate whether they have skills "critical to national security or community health and safety."

The database could then be used to fill key posts throughout the armed forces and federal, state and local government agencies in time of crisis.

Some of the skill areas where the armed forces are facing "critical shortages" include linguists and computer specialists, the agency said. As part of the expanded draft registration process, Americans would be required to regularly update the agency on their skills until they reach age 35.

The six-page proposal was initially made public after Hearst Newspapers filed a request under the Freedom of Information Act.

At present, the agency is authorized to register young men, ages 18 through 25, who are not required to regularly inform the government about their professional skills.

Separately, the agency also has in place a special registration system to draft health care personnel in more than 60 specialties into the military if necessary in a crisis.

Flahavan said Pentagon officials have not agreed to any aspect of the Selective Service's far-reaching proposal.

"We went over there, we briefed it. Nobody committed to anything," he said in an interview. "Those ideas are, in fact, dead. Nobody wants to talk about them. Nobody is interested in them" in the Pentagon.

Army Lt. Col. Joe Richard, a spokesman for Rumsfeld, did not respond for comment.

Rumors about the draft also have been fueled by the update of contingency plans for a draft of medical personnel in a crisis.

The New York Times reported this month that the Selective Service System had hired a public relations agency, Widmeyer Communications, to assess how to plan for such a medical draft. The agency advised that "overtures from Selective Service to the medical community will be seen as precursors to a draft" that could alarm the public, the newspaper reported."

I. Review 30-year time-line - SSS major policy issues

A. Draft ends in 1973. Agency placed in "Deep Standby" from 1976 to 1980. Ninety-eight "record keepers" remain in SSS, part-time Reserve Officers kept on board, but no registration, no Board Members.

B. 1980 - Cold War continues. President Carter decides to revitalize SSS after Soviets invade Afghanistan and MOBEXs indicate need. No draft, but resumes registration program for men. Wants to include women but Congress says no. 10,000 Board Members appointed and trained. DoD sets preparedness goal for SSS: "Be ready to provide first draftees to MEPS at M+13 and 100,000 by M+30"

C. 1988 - Congress reacts to military medical shortages ("war stoppers"). Language inserted in the Defense Authorization Act telling SSS to develop a "structure" which would allow the registration and induction of health care personnel in an emergency
DoD identifies more than 60 health carespecialtiess to include in the SSS Health Care Personnel Delivery System (HCPDS). Planning calls for first HCPDS draftees by M+42 HCPDS becomes a paper and computer exercise lasting many years.

D. 1989-1991 - End of Cold War, Desert Storm, no draft, and SSS remains in standby status with flat-lined annual budgets.

E. 1993 and 1994 - Detractors in the Congress challenge need for continuing to fund SSS and peacetime registration. Section 547(b), FY 1993 DoD Authorization Act requires SECDEF, in concert with SSS, to report on continuation of peacetime registration. This was accomplished, registration is retained, and an interagency task force review was formed, led by the NSC. Conclusion is announced by President Clinton: preserve SSS and peacetime registration in current standby status for three reasons:

  1. A hedge against underestimating the number of soldiers needed to fight a future war.
  2. A symbol of national resolve to potential adversaries, and,
  3. A link between the all-volunteer Armed Forces and society-at-large. Clinton also instructs SSS to increase operational efficiency. Instructs DoD to update MOB Requirements for SSS, re-examine timelines, and review arguments for and against Continuing to exclude women from registration.

F. 1994 - Defense issues new "post-Cold War" guidance to SSS: "provides first untrained draftee to MEPS at M+193, first Health Care draftee at M+222." DoD reaffirms that it is not necessary to register or draft women (for a conventional draft of untrained manpower) because they are prohibited by policy from serving in ground combat assignments. SSS recognizes women may have to be included in health care draft.

G. 1998 - DoD Health Affairs says health care personnel would be needed earlier than M+222 in a future conflict. Guidance changed to M+90. Today, HCPDS can be implemented, but ability to meet M+90 time frame is doubtful. Program not fully tested and compliance aspects still not complete.

H. 1995 through 2000 - Anti-SSS Members of Congress almost successful in eliminating SSS through the appropriations process. SSS undergoes structure and program reductions to make ends meet. Readiness suffers.

I. 2000 and 2001 - DoD and SSS plan and implement joint mailing project to increase peacetime relevancy of SSS and improve timeliness and address accuracy of DoD recruiting direct mail programs.

J. 2002 and 2003 - Administration says use of draft not an option for war on terrorism or potential war with Iraq. Rep. Rangel and Sen. Hollings introduce bills (H.R. 163 and S. 89) call for reinstituting a draft for military and national service. SECDEF adamant and vocal against using the draft for any immediate or likely contingency. Most recently, Reps. Paul, DeFazio and Frank introduce H.R. 487, calling for repeal of the Military Selective Service Act and an end to the SSS within six months of the bill becoming
law.

ISSUE PAPER

Synopsis:

With known shortages of military personnel with certain critical skills, and with the need for the nation to be capable of responding to domestic emergencies as part of Homeland Security planning, changes should be made in the Selective Service System's registration program and primary mission.

Situation:

Currently, and in accordance with the Military Selective Service Act (MSSA) <50 U.S.C., App. 451 et seq.>, the Selective Service System (SSS) collects and maintains Personal information from all U.S. male citizens and resident aliens. Under this process, Each man is required to "present himself for and submit to registration" upon reaching age 18.

The methods by which a man can register with Selective Service include the internet, mail-back postcard, checking a box on the other government forms, and through the driver's license applications process in many states. The collected data is retained in an active computer file until the man reaches the age 26 and is no longer draft eligible. It consists of the man's name, address, Social Security number, and date of birth. Currently, 91 percent of all men, ages 18 through 25, are registered, enabling the SSS to conduct a timely, fair, and equitable draft in the event the Congress and the President decide to reinstate conscription during a crisis.

However, the Secretary of Defense and Department of Defense manpower officials have stated recently that a draft will not be necessary for any foreseeable crisis. They assume that sufficient fighting capability exists in today's "all-volunteer" active and reserve Armed Forces for likely contingencies, making a conventional draft of untrained manpower somewhat obsolete. Yet, Defense manpower officials concede there are critical shortages of military personnel with certain special skills, such as medical personnel, linguists, computer network engineers, etc. The costs of attracting and retaining such personnel for military-service could be prohibitive, leading some officials to conclude that while a conventional draft may never be needed, a draft of men and women possessing these critical skills may be warranted in a future crisis, if too few volunteer.

Proposal:

In line with today's needs, the SSS structure, programs and activities should be re-engineered towards maintaining a national inventory of American men and (for the first time) women, ages 18 through 34, with an added focus on identifying individuals with critical skills.

An interagency task force should examine the feasibility of this proposal which would require amendments to the MSSA, expansion of the current registration program, and inclusion of women. In addition to the basic identifying information collected in the current program, the expanded and revised program would require all registrants to indicate whether they have been trained in, possess, and professionally practice, one or more skills critical to national security or community health and safety. This could take the form of an initial "self-declaration" as a part of the registration process. Men and women would enter on the SSS registration form a multi-digit number representing their specific critical skill (e.g., similar to military occupational specialty or Armed Forces Specialty Code with Skill Identifier), taken from a lengthy list of skills to be compiled and published by the Departments of Defense and Homeland Security. Individuals proficient in more than one critical skill would list the practiced skill in which they have the greatest degree of experience and competency. They would also be required to update reported information as necessary until they reach the age 35. This unique data base would provide the military (and national, state, and municipal government agencies) with immediately available links to vital human resources...in effect, a single, most accurate and complete, national inventory of young Americans with special skills.

While the data base's "worst-case" use might be to draft such personnel into military or homeland security assignments during a national mobilization, its very practical peacetime use could be to support recruiting and direct marketing campaigns aimed at encouraging skilled personnel to volunteer for community or military service opportunities, and to consider applying for hard-to-fill public sector jobs. Local government agencies could also tap this data base to locate nearby specialists for help with domestic crises and emergency situations.

With the changes described above, SSS programs would be modified to serve the contemporary needs of several customers: Department of Defense Department of Homeland Security (FEMA, U.S. Border Patrol, U.S. Customs, INS), Corporation for National Service, Public Health Service, and other federal and state agencies seeking personnel with critical skills for national security or community service assignments.
The SSS would thus play a more vital, relevant, and immediate role in shoring up America's strength and readiness in peace and war.

II. Are today's SSS capabilities in sync with DoD needs?

A. Is there a need to preserve the capability of conducting a draft of untrained Manpower? If so, is the time frame still M+193?

B. How likely is it that DoD will need SSS to conduct a Health Care draft?

C. How severe are any other critical skills shortages in the military?

D. Are the Clinton-era's abstract reasons for preserving the SSS and peacetime registration still valid?

E. Would DoD still fight nay and all Congressional initiatives to cut or eliminate the SSS?

III. Consider restructuring the SSS to address contemporary national security needs

A. Focus might be on relieving critical skills shortages

B. Include potential service to DHS and other government agencies that must attract/recruit skilled personnel

C. Explore the feasibility of developing a single-point data base of virtually all young Americans, 18 through 34 years old, immediately identifiable by critical skills possessed and practiced. Data base could be used for a draft in war and for recruiting in peacetime.

  1. Would require modification of SSS mission and changes to authorizing law.

  2. Cost considerations

IV. Next steps - Statement of Administration Policy needed

A. DoD decides what services it needs and wants from SSS: Three options for consideration:

  1. SSS status quo; however, redefine the DoD mission guidance and time lines to make the SSS more relevant to DoD's needs and the SECDEF's policy. The current guidance of providing untrained inductees at M+193 runs counter to the SECDEF's views and is out-of-sync with possible wartime scenarios.

  2. Return the SSS to "Deep Standby" status. If a draft of any kind is highly unlikely and undesirable, eliminate peacetime registration and dismiss the 10,000 trained volunteer Board Members. However, should a draft be needed, it would take more than a year to get the system capable of conducting a fair and equitable draft from Deep Standby status.


3. Restructure the SSS and shift its peacetime focus to accommodate DoD's most likely requirements in a crisis. Plan for conducting a more likely draft of individual with special and critical skills.

a. Minimum requirement: SSS mission guidance and time lines must be redefined promptly by DoD to allow more relevant pre-mobilization planning and funding for the possibility of a critical skills draft at M+90 or sooner. Peacetime registration of men 18 through 25 would continue, but consideration would also be given to identifying men with certain critical skills among these year-of-birth groupings. A post-mobilization plan would also be devised and computer programming accomplished for a full-blown critical skills draft. The HCPDS program is completed, brought to the forefront of SSS readiness planning, and tested through exercises. Without a reaffirmation of relevance and adjustment of mission, the SSS will be an easy target for reduction or elimination by detractors in the Congress and the Administration.

b. Expanded pre-mobilization requirement. SSS peacetime registration expanded to include women and men, 18 through 34 years old, and collects information on critical skills within these year-of-birth groupings. Requires change of law and additional funding (see Issue Paper dated 11 Feb 2003).

B. If more examination of the issues and options is needed, consider forming an interagency task force to provide the Administration with a policy recommendation. Possible players: DoD, SSS, DHS, NSC, OMB, Corporation for National Service, PHS, others.

C. After suitable analysis, obtain a White House Statement of Administration Policy (SAP) announcing plans for the future of the SSS (course of action 1,2, or 3, above).

D. If the SSS is to expand its pre-mobilization activities to include registration of women and collection of critical skills identifiers, it will be be necessary to market the concept for approval by the Armed Services Committees and Appropriations Committees and draft implementing legislation for congressional consideration. The changes will be implemented after the amended law is signed and funding is identified.

A few weeks ago, we asked for your help. We launched our Million for a Majority campaign and hoped to raise the one million dollars needed to have an impact on Congressional races around the country. We have been completely humbled by your response. For three weeks we have hammered you with emails, and you have responded every time. So the first thing I want to say is thank you. This past Friday we were able to send hundreds of volunteers to New York, Kentucky, Georgia and Texas to work on getting-out-the-vote in important races — all because of you.

Believe it or not, I am not writing to you today to ask for money (although we wouldn't turn it down!). Young Mobile Voters Pick Kerry Over Bush, 55% to 40%, Rock the Vote/Zogby Poll Reveals: National Text-Message Poll Breaks New Ground

Polling firm Zogby International and partner Rock the Vote found Massachusetts Senator John Kerry leading President Bush 55% to 40% among 18-29 year-old likely voters in their first joint Rock the Vote Mobile political poll, conducted exclusively on mobile phones October 27 through 30, 2004.  Independent Ralph Nader received 1.6%, while 4% remain undecided in the survey of 6,039 likely voters.  The poll is centered on subscribers to the Rock the Vote Mobile (RTVMO) platform, a joint initiative of Rock the Vote and Motorola Inc. (for more information: http://www.rtvmo.com).  The poll has margin of error of +/-1.2 percentage points

The poll also found that only 2.3% of 18-29 year-old respondents said they did not plan to vote, and another .5% who were not sure if they would.  The results of the survey are weighted for region, gender, and political party.              

The Rock the Vote Mobile political poll was conducted using a sample group from Rock the Vote Mobile's 120,000-subscriber base.  Participants in the Rock the Vote Mobile (RTVMO) platform, a civic engagement initiative launched last March by Rock the Vote and Motorola, Inc. (NYSE: MOT), responded to this poll between October 27 and October 30.              

"The results of this text-message poll mirror what we're seeing in our more conventional polls," said John Zogby, CEO and president of Utica, N.Y.-based Zogby International.  "Among 18-29 year-olds, Kerry leads the President by 14 points--55% to 41% in our current daily tracking poll--virtually identical to these results.  Our text-message poll seems to have been validated by this experiment.  All in all, I think we've broken some new ground in polling.
